Step-by-step flow

Step 1

Eligibility check: normally age 18+; specific medical conditions may require assessment per TD requirements.

Step 2

Apply for learner's licence (TD555): usually valid for 12 months, allowing legal practice under required conditions.

Step 3

Apply for driving test (TD82): schedule Part A written and Part B/C road tests. GovHK announced an optional date mechanism from 2025-12-18.

Step 4

Complete Part A/B/C: Part A covers Road Users' Code knowledge, while Parts B/C assess manoeuvres and on-road performance.

Step 5

Apply for probationary licence (P-plate): private car and LGV drivers generally complete a 12-month probationary period.

Step 6

Apply for full licence: submit full licence application after successfully completing probation.
